If you plan on running a public tracker then you should go with Opentracker. It's designed with performance in mind, and a single configuration file takes care of all your configuration needs. There is no front-end site; it's meant to be a public non-censored tracker so advanced administration options should not be necessary anyway. Works well with any sized tracker.

XBTT is a pure BitTorrent tracker offering torrent tracking, but no front-end system such as user accounts and administration options. It is written in C so it offers great performance. BitTorrent trackers listed above as fit for use by large tracker sites use XBTT as their back-end tracker system.
If you feel like coding your own front-end site you should really pick this one as your back-end.
